"1900 to Present"



      Delaware's Constitution was changed in 1897 to include the office of Lieutenant Governor. Prior to this time there was a Speaker of the Senate that was elected by the combined state senators.

John M. Mendinhall - "3rd"

  • Served: January 19, 1909 to January 21, 1913

Colen Ferguson - "4th"

  • Served: January 21, 1913 to January 16, 1917
  • Served under Governor Charles Robert Miller. (56th Governor)
  • First Lt. Governor to be of a different party than the Governor.


Lewis T. Eliason - "5th"

  • Served: January 16, 1917 to January 18, 1921
  • Served under Governor John Gillis Townsend, Jr. (57th Governor)


J. Danford Bush - "6th"

  • Served: January 18, 1921 to January 20, 1925
  • Served under Governor William Duhamel Denney. (58th Governor)


James Hall Anderson - "7th"

  • Served: January 20, 1925 to January 15, 1929
  • Served under Governor Robert Pyle Robinson. (59th Governor)


James Henry Hazel - "8th"

  • Served: January 15, 1929 to January 17, 1933
  • Served under Governor Clayton Douglass Buck, Sr. (60th Governor - 1st Term)


Roy F. Corley - "9th"

  • Served: January 17, 1933 to January 19, 1937
  • Served under Governor Clayton Douglass Buck, Sr. (61st Governor - 2nd Term)


Edward M. Cooch - "10th"

  • Served: January 19, 1937 to January 21, 1941
  • Served under Governor Richard Cann McMullen. (62nd Governor)


Isaac J. Maccollum - "11th"

Elbert Nostrand Carvel - "12th"

  • Served: January 16, 1945 to January 18, 1949

  • Served later as 65th & 69th Governor.


Alexis Irenee Dupont Bayard - "13th"

Michael Newbold Castle - "21st"

  • Served later as 75th Governor


Shien Biau Woo - "22nd"

  • 1st Asian-American to obtain this office in American History.

  • 2nd Lt. Governor to serve two consecutive terms in office.
  • 1st female to be elected to the office of Lieutenant Governor of Delaware.


Ruth Ann Minner - "25th"

  • Served under Governor Thomas Richard Carper. (79th Governor)
  • 2nd Lt. Governor to serve two consecutive terms in office.
  • 1st female to be elected to the office of Lieutenant Governor of Delaware.
